Doug Mastriano at the very least said in his letter confirming the audit that he acknowledges the SOS is only in acting capacity and was never confirmed, and he questions the amount of power she actually has.

Don't forget, Kathy Boockvar WAS the secretary of state during the 2020 elections, then resigned in Feb 2021:

"On February 5, 2021, Boockvar resigned from her position after a departmental oversight occurred in which the Pennsylvania Department of State did not properly advertise a constitutional amendment to voters."
