Just shoot the officers.

When command breaks down the dregs populating their ranks will begin raping women and children and turning the local populace around them. After that you can knock on any door with a roof you'd like to set up on, and choose any home knowing they'll hide and protect you if you have to go to ground quickly.

They can 'send their best', but they can't escape their culture.
