My take on Q and watching a movie......

I feel that Q upper echelon are a think tank operation, military, Cicada hires or a combo of both. Its not aliens or time travel, rather its pre-planned stratagy to have the black hats expose themselves and do stupid things. The think tank folks are not public personas. So Q is directing the movie....
