Although Capital Police are recognized as a Law Enforcement Organization they are not organized as and don’t function as a normal police force. They are not there to make sure the law is enforced but to protect the members and the institution. In that respect they are analogous to the U.S. Secret Service in the Executive Branch. (I am not speaking about training or competence, just structure.) It is not unusual for individuals in this position to develop a loyalty to individuals and the organization that transcends strict adherence to the law. It would be foolish to ever expect an officer to be called before a Congressional Committee without leadership being fully confident in their loyalty. I have no doubt Capital Police did exactly as expected on 1-6-21 and thereafter.
