Especially considering the range that he's got for Michigan is a 50,000 window. Is he just estimating?

Yeah it looks like all of the articles are saying the claim is unverified, at least the first few I clicked. Articles that are sharing the news story all seem to be sourcing the one tweet you posted earlier:
