I have heard it was created by others besides the wokafellas, it surfaced in Europe at the same time it did in the USA.

Responsibility for this was placed onto the Fabian Society, the abomination that was/is French philosophy and various schools of psychology/psychiatry such as the murderous Tavistock Institute.
