IIRC SCOTUS ruled that current presidents can't undo past president EOs, when Trump tried to change something obummer did.
Tell that to the 17 EOs Biden undid his first day in office.

For reference, I was thinking of SCOTUS blocking Trump from ending DACA under the Administrative Procedure Act, which in their own words says >a government action cannot make policy that is "arbitrary, capricious, an abuse of discretion or otherwise not in accordance with law" or "unsupported by substantial evidence".
That being said, I erroneously attributed that ruling to mean all others couldn't be. Sorry frens.
