You can tell Trump is in charge if you watch Jimmy Dore and can read between the lines.
Jimmy goes into an article from the AP titled "US drilling approvals increase despite Biden Climate pledge.". That's the latest one. There are others. https://www.youtube.com/watch?v=1sZPM05s3zo&t=38s
Here's another from Dore: "Biden fills immigration court with Trump hires." - The Hill

Also how some military actions have contradicted Biden's foreign policy (for example that air strike on Iranian assets while trying to get back into the Iranian Nuclear Deal).
I guess, yes, just more parts in the movie.
What project has a higher profile? Cancelling it got the headlines necessary to put the spotlight on America's need for energy independence. Yet, it's not built. What's the direct impact of cancelling a pipeline that's hit even built? The point is to HURT the USA without actively hurting it.
Meanwhile, the pipeline that DID shut down for two weeks hurt us bad. But it temporary, but it did the job, optic-wise, and taught America the lessons they needed to learn.
