I guess at this point the assumption would be that the military is still in charge. If so, how are Biden's policies right now being enforced?

Yeah it all seems a little muddy but I'm sure the answer's out there. I'll see what I can find out about the Insurrection Act too. Wondering if it's invoked why have the charade of a Biden presidency at all
