Does anyone find it strange that, of all the numbers he reported, Iowa and DC were the only places with 0 excess votes? Did Iowa and DC have the most secure elections in history, or did they only rely on flipping votes?

DC makes sense, they knew that was a win for Biden and wouldn't waste resources rigging it (besides vote flipping, which happened everywhere), but I'm wondering about Iowa as well.
