It may actually be true the Supervisors didn't have the passwords, if they abdicated their duties to the State. That's a gross violation of a county's right to hold its own elections. Both parties are guilty of improper election proceedings.
If the Supervisors knew the State were the ones with the passwords, and didn't tell the Judge who subpoenaed them, they could be taken down by obstruction, contempt, or a number of other avenues.
