Not just that, but it's also significantly easier to track when it's on a select number of very few, relatively low traffic servers owned by VPN companies that are probably already sharing that data with the feds.
Scooping up the easy pickings right out of the honey jar is the first thing that they would do.
Unless it's a very fancy bot net or ransomware I don't think it'll be worth ruining that channel and burning that name. The ABC people can already put CP on your computer, not only that but it's a pretty good defence if the uploader mislabeled it.
They will if it's to accomplish the goal of having said channels. They'll just pressure another VPN company or this or that method.
For instance, the feds built an entire "encrypted" messaging app that they used to take down some criminals. Obviously no criminal would use it now, but they already got what they needed from it, so they will just create another and criminals will still be stupid enough to use it.
