If similar clauses were included in contracts with other countries, then how come many countries have been allowed to use multiple vaccine manufacturers, not just Pfizer?

Albania is using multiple vaccine manufacturers too. There were 4 last time I checked. Russian, Chineze, AZ and phiser.
