I believe the answer is Yes. William Cooper went into detail about this believing it was a tool the deep state would use to suspend the constitution and wrap up our enslavement, However, I believe it has been used against them.

I recommend “Behold a Pale Horse“ By William Cooper. Audiobook free online.

I remember Trump did some reorganization with FEMA around six months ago. It's known for being one of the most secretive and sinister organizations out there, especially considering Cooper's writings on it. I truly hope that he did a good job cleaning house.
