C2H4O + H2O → HO−CH2CH2−OH That's how to make ethylene glycol. Oxidize ethylene. Contact with air at "below evaporation point" will do the trick. Take your oxidized ethylene and add H2O,...or water,...which ever is available. You got ethylene glycol. Now you are a chemist too.
