Thank you for this OP. Some might say that those who have NO FEAR of God are already under judgement. Can they be saved? If our Lord can rescue a wretch like me, He can reach anyone. But, what can we do for THEM?

Incarcerate them if possible - stop them from doing more harm.
Separate them from their old ways - if possible - and show them fresh opportunities for doing the right thing. Help them to understand why it matters.
Invest in some SERIOUS prayer, for those who are being given the chance to change. Sincere prayers are NEVER wasted, even if we never see the answers.

To paraphrase a quote from Daredevil: "those of us who refuse to meet justice in this world will most certainly meet justice in the next life". Those consequences may be well deserved - but they are too horrible to even imagine. May God have mercy on us all.

You want to incarcerate those who do not fear God?

I do not fear God.

Sympathy vs. antipathy. Fear => antipathy = less connection.

God isn't into BDSM. He doesn't want you to fear him. If you obey him out of fear, you're doing it wrong.
