Tennessee is not the place to try this nonsense. Maybe West Tennessee and parts of middle. But not in Appalachia. We have people here that live in the mountains with no indoor plumbing or electricity and I’m not entirely convinced that some of us here don’t actually eat people 😂
I don't know legal jargon so it doesn't make much sense to me but the sections referenced have to do with things such as health care workers, mental health and substances abuse, Title 63 covers the various health care professions (chiropractors, dentists, etc), Title 68 covers health, safety and environment regulations. Trying to read into it makes my eyes glaze over though, I'm not really sure what this is all about.

So abandoning all sorts of health inspections in the middle of a pandemic? Surely in a genuine pandemic such things would be more essential than ever.
