So what does it mean when most of us didn’t get the EMS test? Does that mean the test was a failure?
Tests happen for a reason, to see whether the EMS is going out to the intended targets or not. If not everyone is receiving them, does that mean the EMS system is not properly functioning?
I imagine something must and will be done to correct this for when the EMS needs to really be used.
Maybe they were testing to see if the broadcasters and carriers set things up right by default. There have been many head fakes in this war that trigger the DS to play their hands early and expend ammo. And this made many of us check.
