There are 3 main parties in Canada and one minor one (green). His party does not have a majority, so Trudeau has to team up with other parties to get anything passed into law. It is a great check on power. Unfortunately if he gets a majority of the seats he can just shove whatever he wants through.
Sorry perhaps I should clarify. The system is shit and needs to be taken down, but.... compared to Mr. T having a majority, the minority he has right now is a check on his power.

He thinks that right now the conditions are favorable for him (they're going to rig it lol, calling it) to win a majority parliament, so he's calling an election right now. An election can also be called by the opposition through a vote of no confidence. As much as I despise Trudeau, pretty much every side has done this at some point.
