Because they think they'll get away with. They did it in 2018 and Trump huffed and puffed and warned them not to cheat. They still did (I suspect the White Hats were studying how they did it so in 2020 they'd catch 'em all)

Hubris has been the downfall of many over the centurires. These people have been getting way with shit like this for so long they really do believe they are untouchable. Nobody can say they weren't warned of the consequences can they?
