Exactly,but know what ? After 20 years of pointless war with US citizens dying why not give the China what they want ? How Putin stopped all mess in Chechenya ? Clue: Grozny now looks like Dubai. But the problem with Afganistan is: it is bigger,even more tribes,even more chances to make rebellion. And if Chinese would want to treat them like Uighers (For sure they would try) then some people in Afganistan soon would become "ally" of the USA for long XD Or if not something will be created.
