they used the symposium as a bait for the enemy to expose their hand so to speak. The enemy is viewing the symposium as a threat so they use their methodology to counter it and get caught in this act

Pretty smart. I'm glad they had this contingency plan. They realized the enemy is cornered between life and death so they'll desperately use whatever they think can work.
