I believe this is the problem with the military and the intelligence community as a whole. The DC beltway types are themselves part of the Deep State. The Deep State is simply the professional technocrat class in DC that has huge sway over our government.

This is why they dragged feet on the withdrawal, hoping that Biden would reverse course. When the Biden admin took forever to decide to pull out, nobody was ready for anything, since the IC and military thought they would be the ones influencing Biden to stay. Hence the crapshoot we see now.
