I watched this back when it happened. This is actually proper protocol when a ballot needs to be copied for many reasons including damage to original, filled in with a pencil, circles not filled in correctly, etc.
The guy reading them is telling her which bubble to fill in from the ballot he is holding. The lady marking them stamped the top. The stamp should say COPY or something to that extent.
What they are doing is not concerning. However what is done with the original is concerning.
