This might be spoiled ballots. The guy across from her is reading off from the one ballot and she is marking the other. Worth looking into but not sure this is a smoking gun.

I believe that was the official excuse when this video surfaced back then.

However!!! The ballots hes holding seem fine to me, I know we cant tell from the video. But they dont look damaged.
