It's a decoy inflatable. Find the picture where you can see the engine. Its lacking working parts which would be clearly viable. And as Monkeywerx pointed out. Those engines when running are powerful enough to suck the moisture out of the ground infront of it. I have a meme comparing the real planes w this oversized pool toy.
