Does this mean they had to squeeze roughly 80% of the county's population for for fraud to add up to the eventual number to win the state?

Not necessarily. At least, not from what I gather. What it sounds like to me is that they had to take away 82% of the votes - including potentially legitimate votes - from the rolls just to void a possible non-cucked Arny voice totaIrecaII.
