According to the book, Economic Hitman, the intelligence agencies turned their focus from communism to business after the fall of USSR in 1991. Certainly explains China in the USA and why the pass on communism; simply, was not a priority. Just exactly, how do they help the people of this country? They don't, they just help themselves. Our Man in Panama comes to mind, what a cluster ... , great movie though. Hope ours is better.
