Midazolam is a benzodiazepine (ben-zoe-dye-AZE-eh-peen) that is used to sedate a person who is having a minor surgery, dental work, or other medical procedure.

Yeah, what sound doctoring to give a patient having a tough time breathing a drug that will make their breathing slow down. Common sense should say this is a bad idea.
Problem here is hospitals wont let family in let alone follow your instructions. What I found worked was to get paperwork for someone to be power of attorney for the patient. This gives legal standing to make demands with the threat of lawsuit.
