Correct - Forces in Kabul are under the Command of "U.S. Central Command" ... where Forces in North America are under the Command of "U.S. Northern Command", etc.
Kabul doesn't strike me as a "central location", and I don't think the Marines are there "under guise of citizen riot control".
It is possible that Biden had the 10th Mountain division sent to Kabul to get them out of the way.
