Thoughtful post. I agree we're probably waiting for audits. Another thing I keep hearing is that they're waiting for a certain percentage of the population to wake up in order for the US population to be as safe as possible (no armed conflict), such that most of the population is okay with what needs to be done. I don't know if that's true, but I've heard it from multiple sources who claim to be in the know, which may or may not mean anything.
