He did an explanation of the possibility that Pence was in on the plan and his job was to play the other side (traitor to the cause). Other people like Mike, Rudy, and Sydney know portions of the plan, but there is no reason they would know the whole plan. This is one of the need-to-know basis things, and most of the people that are in the plan only know the part they need to know.
