If we're under a dual presidency(Biden is the executive president and Trump is commander and cheif). Trump pulled the troops out trying to force Biden to admit that this is true(hence the request for commercial airlines to help with extraction).

What's interesting is I'm at work. About an hour ago I was straighten up bandaids on the shelf when this thought came to my mind. I'm just seeing your post now.
