Vast stockpiles sitting around starting to expire? Does Pfizer only get paid per shot administered and not up front for making it or something?

Romania gave up trying to jab its population because the uptake was only 24% and the clot shots were approaching the use-by date. Ended up cancelling all China flu restrictions and selling their shots to the patsy Danes.
