Could be a few reasons. I've heard that many non-Western countries in certain parts of the world eat HCQ like candy for malaria and other diseases. Sounds like it's the same for Ivermectin and parasites.

Also, wouldn't doubt the CCP tailored this to attack specific races of people (if that's possible).
