Or am I misunderstanding exclusion meaning these are the ppl NOT excluded from the exemption ? Ion confused

exclusion or exemption are those cases that are allowed to skip the vax and they list that huge list due to all the side effects so not to get sued... in any case someone gets a side effects they can point there and say "We told you so, you did it anyway", but we can use it in our benefit.
