How can they make attrnuated, killed or other virus version if they have never even isolated the corvid bug?

Who knows? FWIW, most of the people getting shot here are saying the shot just feels like water.

But then again our government is absolutely corrupt, so I suppose a few shots of water here and there will happen. Especially so when the person in charge of it admits it.
