I’m pretty sure it’s something to do with handlers/owners. Like when the deep state was saying their dogs died or were missing was a secret communication about some person who is controlled dying or going missing. I’m not exactly sure with regard to this image, but it might have something to do with someone being saved or released from a deep state handlers control (speculatively).
