I ran into counterfeit $20s and $100s while in Iraq. When discussing it with Army Intel folks, I found out there's a ton of fake paper all over the ME... they use it to track the flow of money to terrorist groups or sanctions evaders.
The printing was flawless to the naked eye, but the paper was off- no red or blue threads, lower rag content. You really didn't notice unless it got wet. Oh, and the best part... it was all made in Israel, supposedly with consent of the Treasury.
