They can't forage enough crimes in the wild so they resort to farming them. Arrests are arrests regardless of how they go about it. And they must be doing it either for budgetary reasons or for promotions. Gotta justify existing budget by spending it all. Gotta come up with cutting-edge crime fighting techniques to get a leg up on their peers. And that's completely setting aside the complete disregard for most crimes committed by Democrats that might result in the media portraying the agency in a bad light.
