I think you have answered your own question within the question. The bio-containment processes rolled out is more than just a contaminant-proofing, it looks more like a disease outbreak type of response.
Interestingly, I dont see any demands that any DOD accounts get banned from twitter, FB, google or other socials, get deplatformed etc for covid misinfo over this story. Imagine that..
It seems to me that the Government doesn't want anybody near the wreck for some reason. It could be that they don't want people getting their hands on samples of the vaccine. Either because they don't want people analyzing it, or they don't want people to know how many are saline placebos. Or there was something else on the truck.
