They’re probably a reserve/National Guard unit being activated under The 23rd Corps for title 10 orders for state of emergency duties in Louisiana. Seem to be engineers from an aviation wing possibly, I can’t make out if that’s a tab above the unit patch (left shoulder). If you can identify that patch, you can look ‘em up in ‘Army times’ usually shows National Guard/ reserve units doing some sort of shit.
