Watching X22 Dave mentioned helis flying over DC amd reminded me of Startfall.

Looking it up just now, and after doing a search here that turned up little with little reaction, found this, which states the title above.

Key points here: "rogue regimes shut down internet access", and "protecting the safety and wellbeing of American citizens at home and abroad"
