It is impossible to be really secured - first thing
It will never be implemented in those way you want by the government - second thing.
Putting cameras in your house willfully is bad habit - were you reading ever 1984 ?! And wifi camera is REALLY easy to hack. Child can do that even after some googling.
Why does the camera system need to be connected to a network?
If we have patriots in charge of the government unlike now why would it be a given that it wouldn't be implemented the way we want?
If the people are the ones overseeing and coordinating with officials the way the system is implemented and the way it works how is it not being implemented the way we want?
While it would be possible to have a very secure system that only parents could access to see the livestreams of their children, it'll never be perfect, so if it's that big of a concern the system could just be fully offline with no live broadcast. If parents want to see the footage it can be taken from the school's local copy and shown to the parents when needed.
And putting cameras in your house is a far cry from putting them in public places or in schools.
If parents would be watching in person what's the difference? A camera is just a pair of eyes with a perfect memory that can't lie.
