I can't tell shit! I'm seriously just guessing. It looks like an airstrip and they're carrying the person. So they must be carrying it to somewhere close by that is inaccessible to a vehicle. If they wanted to load this person onto a small vehicle they would move it closer to the body. If this is a big nothingburger; say someone collapsed in public then they would be trying to get medical attention, and the medical personnel would be coming to them; but in this case moving them is the top priority.
