According to reports, one of the men, not the parent of the child, brought flex cuffs and was looking to make a citizens arrest if the child was not allowed to resume normal school and claimed the quarantine was illegal.
Arizona police arrested Rishi Rambaran, 40, for trespassing.

I was once introduced to a retired paratrooper. He was disabled but the person whom he phoned for me didn't know that. It took just the one phone call. I don't know what he said to the guy but the check arrived the next morning - a check that he'd been promising for weeks but never intended to send. And it didn't bounce.
Sometimes you have to employ people who use persuasion techniques. It doesn't have to involve violence, although a suggestion might help.

At some point, every law abiding citizen will have to step out of their comfort zone of "following the law" and learn how to be "crafty". Fighting criminals though legal avenues doesn't work any longer.
