Yep. Weather manipulation has been used in wars over many decades. This is not new. Every state even has a cloud seeding program for "rain" purposes. Maryland's is through the University of Maryland. But we know there is way more than that going on. All we have to do is look up. Steering a hurricane or creating more power in them should be child's play by now for them.

We created storms in Vietnam and I'll bet in wars earlier than that.
