Yes there was an operation that predates 9/11, but it was to bring about NESARA, which failed due to 9/11. That operation of course was scrapped. You need to study military operations. So a new operation was put together to bring us to Devolution. Sorry but it is actually 2 separate operations that brought us to this point.
