DC is an open portal to hell itself. The door to that portal needs to be closed with much Fasting and Prayer and the one point of the pentagram that is open must be closed down. I would reinstall the fencing with the razor wire locking in the swamp creatures and evacuating everyone else then nuke it flat once and for all.
