My best take out if this is when he said more to come on Pence and the others later. Something like that. But, although he said " No plan" I believe he can't say anything and he was pushing the get involved at local level souch ( which is true) made me believe that , he knows they will be fixing the Top but needs the good people in place at the bottom or it will be just a bandaid as they will rise again.
